„Das schreckliche Attentat heute in Stockholm ist – ebenso wie die jüngsten Anschläge in St. Petersburg und London – eine Attacke auf ganz Europa und zeigt die Verletzlichkeit unserer Gesellschaft. Um weitere Terrorangriffe verhindern zu können, braucht es europäische Solidarität und eine noch engere Zusammenarbeit auf allen nur erdenklichen Ebenen“, betont Paul Schmidt, Generalsekretär der Österreichischen Gesellschaft für Europapolitik (ÖGfE).
Die ÖGfE hat Ende März die Österreicherinnen und Österreicher in einer bundesweiten Umfrage gefragt, durch wen unser Land vor Bedrohungen wie Terror- oder Hackerangriffen Schutz erwarten kann. 75 Prozent antworteten, die Europäische Union. Mit deutlichem Abstand wurden Deutschland (45 Prozent), die NATO (33 Prozent), „andere Nachbarstaaten“ (29 Prozent, Deutschland ausgenommen), Russland (10 Prozent) und die USA (7 Prozent) genannt. Ein Drittel sieht die Wirksamkeit externer Hilfe generell skeptisch und vertraut darauf, dass Österreich sich bei den genannten Bedrohungsszenarien selbst am besten schützen kann (Mehrfachantworten waren möglich).
73 Prozent der Befragten geben in der aktuellen Umfrage an, dass sie Terrorangriffe „sehr“ (38 Prozent) bzw. „ein wenig“ (35 Prozent) fürchten. 26 Prozent fürchten solche hingegen „kaum“ (18 Prozent) bzw. „gar nicht“ (8 Prozent).
Als geringeres Bedrohungsszenario werden Angriffe von Hackern im Internet angesehen. 58 Prozent fürchten diese „sehr“ (26 Prozent) bzw. „ein wenig“ (32 Prozent). 39 Prozent teilen diese Sorge „kaum“ (25 Prozent) oder „gar nicht“ (14 Prozent). 3 Prozent machten zu dieser Frage keine Angabe.
„Angesichts der aktuellen Anschläge sollten die EU-27 ihre Kooperation rasch weiter ausbauen“, hält Schmidt fest. „Trotz aller Schwierigkeiten, Attentate zu verhindern, ist ein europäischer Sicherheitsschirm notwendiger denn je.“
Die Umfrage wurde von der Sozialwissenschaftlichen Studiengesellschaft vom 22. bis 27. März 2017 im Auftrag der ÖGfE durchgeführt. Befragt wurden österreichweit 537 Personen per Telefon (repräsentativ für die österreichische Bevölkerung ab 16 Jahre/Gewichtung nach Geschlecht, Alter und Bildung). Maximale Schwankungsbreite ca. +/- 4,3 Prozent. Differenz auf 100 Prozent aufgrund gerundeter Werte.

The European Union in Search of Its Own Mythology

The attractiveness of the European Union is based on its economic and social model as well as on its manifold national cultural heritage. Throughout the post-Cold War period, the EU has not actively promoted pan-European myths and struggles today with creating a cohesive and credible common narrative. In this context, the author of this Policy Brief argues that to maintain its unity amidst global instability and evolving political landscapes, the EU must develop new, meaningful myths. She discusses the characteristics of the myth-design of the Union and offers policy recommendations.
