In den kommenden Tagen wird ein neuer Zeitplan für das Ausscheiden Großbritanniens aus der EU finalisiert. Während sich das britische Meinungsbild in Sachen Brexit in den letzten Jahren wenig verändert hat, ist die Zustimmung zur EU-Mitgliedschaft in Österreich seit dem Brexit-Votum weiter angestiegen und bleibt auf konstant hohem Niveau.
74 Prozent der ÖsterreicherInnen sagen in einer ÖGfE-Befragung von September 2019, dass unser Land Mitglied der EU bleiben soll. 10 Prozent plädieren für einen Austritt aus der Union. 16 Prozent beziehen keine Stellung.
Die Zustimmung zur Mitgliedschaft Österreichs in der EU hat seit Sommer 2016 deutlich zugelegt: Aktuell sprechen sich rund drei Viertel der Befragten dafür aus, dass unser Land EU-Mitglied bleibt. Die Zahl der expliziten AustrittsbefürworterInnen ist in diesem Zeitraum stark zurückgegangen. Heute will nur jede/r zehnte Befragte, dass Österreich der EU den Rücken kehrt.
Insgesamt 59 österreichweite ÖGfE-Befragungen seit Juni 1995 zeigen, dass – trotz Schwankungen – die BefürworterInnen der EU-Mitgliedschaft stets in der Mehrheit waren. Im Durchschnitt lag ihre Zahl bei rund 70 Prozent, die Zahl jener, die sich für den EU-Austritt aussprachen, dagegen bei 22 Prozent. Die höchste Zustimmung zur EU-Mitgliedschaft fand sich im Juni/Juli 2002 (80 Prozent), der stärkste Wunsch nach einem Austritt im Juni/Juli 2008 (33 Prozent).
Die globalen Rahmenbedingungen haben sich in den letzten Jahren spürbar verändert. Die Präsidentschaft von Donald Trump, die Ambitionen Chinas, auf weltpolitischer Bühne eine Führungsrolle zu spielen, haben, gepaart mit geopolitischen Krisen, wie etwa in der Ukraine und in Syrien, dazu beigetragen, dass die Europäische Union in einem positiveren Licht betrachtet wird. Dies hat nicht zuletzt auch die EU-weit gestiegene Beteiligung an den Europawahlen deutlich gemacht. Die EU muss diesen Vertrauensvorschuss aber auch rechtfertigen: Ein einheitliches Auftreten wäre dafür eine Grundvoraussetzung.

Throughout the post-Cold War period, the EU has not actively promoted pan-European myths and struggles today with creating a cohesive and credible common narrative. In this context, the author of this Policy Brief argues that to maintain its unity amidst global instability and evolving political landscapes, the EU must develop new, meaningful myths. She discusses the characteristics of the myth-design of the Union and offers policy recommendations.
